The High-Speed Rail Station-Sanggan River-Yingxian Wooden Pagoda Section (Phase II) of the Great Wall No. 1 Tourist Highway is a key project in Shanxi Province's Three No. 1 Tourist Highways program, organized and implemented by the Yingxian County Transportation Bureau. Located in Yingxian County, Shuozhou, the route passes through Jincheng Town, Dahuangwei Township, and Zangzhai Township. It starts northeast of Yingxian High-Speed Rail Station and ends at the Yingxian Wooden Pagoda scenic area. The route is 18.67 km long, comprising 13.095 km of new construction, 4.102 km of widening, and 1.473 km utilizing existing roads. It follows Class III highway technical standards, with a design speed of 40 km/h and a roadbed width of 8.5 m.

Construction includes subgrade and pavement, bridges, culverts, intersections, safety and drainage works, and tourism support facilities. Upon completion, the project will establish a tourist transport corridor linking the high-speed rail station, the Sanggan River, and the Yingxian Wooden Pagoda. It will connect the rail hub with internationally significant architectural heritage and tourism resources, improve the county-wide tourism transport network, enhance travel conditions for communities along the route, unlock ecological and tourism resources along the Sanggan River, and support integrated cultural-tourism development and rural revitalization in Yingxian County.
